It is a great honour and a privilege for me
to be elected the Chairman of the IRSE (Hong Kong Section).
It gives me special responsibility. Within the term of two years
I will build on the past achievements and expand them further.
It is always our key objective to provide a broad range of services
to members, to assist you in developing your careers and to
play your full role in contributing to the community. We commit
to dissemination of knowledge, sharing of experience and best
practice in the railway signaling and telecommunication industry
through various means with our members. Hong Kong is expanding
its railway network both within the city and across the boarder.
These projects will definitively bring along with a large number
of railway experts and a broad range of knowledge to Hong Kong.
We will take on any opportunity to organize a wide spectrum
of lectures and forum with both local and overseas input to
broaden the horizons of our members.
In
the area of continuing education and professional development,
we will extend our collaboration with university and technical
institutes to tailor appropriate degree and certificate courses
that satisfy our members' needs and aspirations. A Letter of Intent
was signed with IVE (Shatin) in June 2008 to lay the groundwork
for collaboration between the two institutions in various areas.
On the other hand a trip is being arranged to Beijing to discuss
the details with the Principal of the Northern Jiaotong University
on providing a distant learning degree course for our members.
Study group helping candidates to better prepare for the IRSE
examinations will continue to be arranged.
As there were no major railway projects in Hong Kong in the last
couple of years there were not much recruitments and no new blood
joining the profession. The Institution's membership was ageing
and that immediate and ongoing efforts are needed to recruit more
young members into the local section and the committee when opportunity
arises. I will place my focus on the succession and sustainability
of the local section first to ensure a continuation of good service
to our members. This is a continuous process and we will start
it immediately. As recruitments for new railway projects commence
we will make an effort to attract more young engineers joining
the institution and nurture existing younger members to become
committee and executive members of the local section.
